Dr. Sun Yat-sen has authorised the publication of the

following statement on the question of the Customs surplus;-

Disorders and invasions organised and financed by the

Chihli party through the Peking Government, which is its tool, have prevented me from carrying out the work of reconstruction on which I had decided when I returned to Canton last February.

It is clear that the Chihli party will persist in its destructive policy as long as the same can be financed out of surplus national revenues released to it, through Peking, by the

Foreign Powers.

These surplus national revenues are made up partly of moneys which would not be available for the use of the Chihli party if the Customs duties collected within the territory of my Government were retained for the use and benefit of the people of the province instead of being remitted to peking

(as is now being done) and applied in the interests of the Chihli

party.

If there is to be peace and order in Fuangtung, the further payment of the Customs revenues of this province to the Chihli party must cease. My Government, therefore, intends to assert its right to control the application of these revenues; and it will require the Inspector-General of the Chinese Maritime Customs as well as his subordinate, the Commissioner of Custome at Canton, who being servants of the Chinese Government are, with respect to this province, under and subject to the orders of my Government - to hold all Customs revenues collected within ita territory at the disposal of the Government so long as the Customs revenues from the rest of China are sufficient to meet the foreign commitments charged on the Chinese Maritime Customs.

The Foreign Powers have no right to intervene in the matter, because there is an annual surplus of millions of dollars from the Customs revenues collected at ports outside of the territory of my Government even after providing for the
